You can use gate-handles and anchors (or gate insulators) to allow access to the enclosure. The electric charge on the fence disconnects when you open the gateway, so that you can easily access the enclosure. And, of course, the gate-handle has insulation that protects you from a shock when opening the enclosure. When you open the gateway, it breaks the electrical circuit.
If you want to keep power on all the rest of the fence while the gateway is open, you can lay an insulated by pass cable in the ground.
An electric fencing gateway comprises a gate-handle and a gate anchor (gate insulator). The gate-handle hooks into the gate anchor. If the fence comprises multiple wires, you can use a cable clamp.
